The Dairy Farmers of Nova Scotia organization was created through legislation enacted in 2001, and replaces the former Nova Scotia Dairy Commission. Dairy Farmers of Nova Scotia provides a regulatory and administrative service to Nova Scotia's dairy producers. The pig cycle is a widely recognised phenomenon and is caused by expansion of the breeding herd at times of high profitability, a subsequent increase in supply leading to overproduction, a decrease in price for finished pigs to clear the market and, if these conditions persist for long enough, a subsequent contraction of the breeding herd. The pig cycle is not an example of market failure, indeed it could be argued that the market works perfectly in terms of the transmission of price signals; it is the lag between signal and response that causes the inefficiencies. The Price Pooling Program provides a price guarantee that protects marketing agencies and producers against unanticipated declines in the market price of their products. Program participants use the price guarantee as security in obtaining credit from lending institutions. A merchant who buys grain in the cash market can protect himself against possible price reductions by selling a futures contract for an equal volume of grain. For example, a primary elevator company which has bought grain from producers and paid cash for it, faces losses if the cash price falls before the grain can be shipped to a terminal and sold. Producers receive an initial payment when they deliver grain to a primary elevator. The level of this initial payment is set by the Canadian Government and is a government-guaranteed price to the producer. The initial payment for each pool account is usually set at what is regarded as a "safe" level and varies from year-to-year according to market conditions....
