The Beef Development Fund is administered by the Saskatchewan Beef Development Fund Board which is composed of cattle producers. The BDF supports the development and diversification of Saskatchewan's beef industry through funding of projects related to production research, technology transfer, and development and promotion of new products. The fund was established in 1994 utilizing funds save due to the termination of the National Tripartite Stabilization Program for Cattle and the marketing surplus from the Saskatchewan Beef Stabilization Board marketing account.

The generation of income account shows the origin of the primary incomes from resident producers. It contains only one item of the resources side, namely value added, the balancing item brought forward from production account. The components of value added appear on the uses side. They are : compensation of employees, taxes on production and imports, subsidies... and operating surplus/mixed gross(net). The last item is the balancing item, which can be measured gross or net. Like the production account, the generation of income account can be compiled for institutional units and sectors as well as for establishments and industries.

What happens to the little triangle EIG? It is lost to everybody and represents "deadweight loss". Thus consumers lose more than the monopolist’s profit; and even if we took back the NEGN’ profit by lump sum taxation, we would be losing to the devil of inefficiency the "deadweight triangle" which benefits nobody.

A new element of the Canadian Dairy Commission's Surplus Removal Program was implemented on August 1, 1995, to respond to industry concerns that products are not manufactured for unplanned exports when domestic and planned export needs exist. A new Optional Export Program was also introduced to allow processors, exporters and producers to take advantage of new sales opportunities abroad without adversely affecting existing markets or domestic supply.
