Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria :"is it possible that the incident will create public interest and form the subject of question to NDHQ or Ministers? As a general rule, any unusual incident that involves or could involve the public should be assessed as a possible subject for a Significant Incident Report or an Item of Possible Interest to Ministers.

In the DSM-IV(Diagnostic & Statistical Manual of Mental Disorders), Ganser's Syndrome is classified as an atypical type of dissociative disorder, related to conditions such as conversion disorder and multiple personality disorder. Ganser's syndrome is an uncommon disorder originally described in prison populations, and was sometimes termed prison psychosis by early clinicians. It is sometimes referred to as "the syndrome of approximate answers, "since individuals with Ganser's usually reply to questions by giving an answer that is slightly off. It is clear that the problem does not involve low IQ, and is not necessarily a form of psychosis. However, patients may exhibit visual hallucinations and apparent clouding of consciousness, raising the question of some neurological condition. Ganser's patients also exhibit physical symptoms that are not due to any know medical disorder.

A trust-management system helps applications answer questions of the form, "does this potentially dangerous operation conform to my security policy?" Typically, the correct answer to such a question depends on what the operation is, who's asking for it to be performed, the local security policy, the requester's credentials, and other factors. Trust-management systems provide applications with a standard interface for getting answers to such questions, and provide users with a standard language for writing the policies and credentials that control what is allowed and what isn’t.

An entirely different approach to conductive concrete is being taken by Jim Beaudouin at the Institute for Research and Construction in Ottawa. Adding carbon fibre to concrete is expensive. His approach is to use a conductive aggregate instead. The substance in question is porous carbon, a form of coke that is a by-product of steel making. And it is cheap.

The franchise is only one form among many of the commercial concession, and its originality lies more in the terminology used by the parties than in the structure and purpose of the franchise contract. Commercial concessions in the form of distribution agreements are developed as energetically as franchises in fields where the manufacturer's products have distinctive brand names. Like franchise holders, distributors are given exclusive rights of distribution for a specific product or range of products, and undertake the same obligations to promote the products and to attain specified sales targets. In return distributors, like franchise holders, receive assistance from the manufacturer in organising sales and accompanying services, including technical "know how". The idea that a distributor should have an exclusive territory for the sale of the manufacturer's products is characteristic of commercial concessions, rather than franchises, but this idea has lately tended to give way to the more flexible concept of the distributor's zone of principal responsibility. As in the case of the franchise, this refers not so much to a particular geographical area as to the customers who are to be attracted to buying the products in question.
