Clutter is the result of echoes from land, water, weather, and so forth. The unwanted echoes can consist of ground clutter(echoes from surrounding land masses), sea clutter(echoes from the irregular surface of the sea), or echoes from clouds and rain.

The anti-clutter sea control is often referred to as STC(Sensitivity Time Control) which decreases the amplification of the receiver immediately after a radar pulse is transmitted, and progressively increases the sensitivity as the range increases. A common mistake is to over adjust the A/C SEA control so that the surface clutter is completely removed. By rotating the control fully clockwise, you see how dangerous this can be; a dark zone is created near the center of the screen and close-in targets can be lost. This dark zone is even more dangerous if the gain has not been properly adjusted. Always leave a little surface clutter visible on the screen. If no surface clutter is observed(on very calm water), set the control at the fully counterclockwise position.

Turn clockwise to increase sea anti-clutter(STC, Sensitivity Time Control) effect, and counter-clockwise to decrease sea anti-clutter effect.

X-band(9. 5-10. 0 GHz) backscatter at near grazing incidence(0. 2 deg) from the sea off the coast of Kauai, Hawaii, was measured with a radar characterized by a high spatial resolution in range(0. 3 m) and a high temporal resolution(2000 Hz pulse repetition frequency(PRF].... Each type of clutter exhibited the characteristic spiky behavior which has come to be expected from microwave sea backscatter observed at low grazing angles and high range resolutions, while showing, between themselves, marked transmit geometry and polarization dependent contrasts, with the horizontally polarized clutter, measured with an UP transmit geometry, being especially notable for its frequently occurring, significant high frequency spectral content.

At sea, air defense also uses large radars on ships, but more use is made of airborne radar and control systems. The weight and size of long-range radars restricts their installation to the larger ships; airborne radar over the ocean does not have severe land clutter to contend with, making it simpler than overland systems; the horizon limits are at a greater range; and the aircraft can patrol a large area.
