Oil slick dispersants. When oil ... is treated with a suitable surface active agent and agitation applied, the oil is broken up into particles ... so small that they constitute an oil-in-water emulsion ... Dispersants serve to increase the surface area of an oil spill and disperse oil globules throughout the layer volume water. This causes an accelerated degradation of oil by microbiological action.

The chemicals used to disperse the oil are emulsifiers. Although a chemist would never confuse the terms dispersant and emulsifier, the former designating a product which encourages the distribution of finely divided solids in a fluid, either liquid or gas, the latter referring to a product which encourages the colloidal dispersion of one liquid in another, the terms are synonymous in the field of oil pollution control. This is explained by the following sentence taken from "The Control of oil pollution on the sea and inland waters", edited by J. Wardley-Smith(source COCOB) :"It was found... [that the product] when sprayed on to the oil, effectively softened and dispersed it by means of emulsification... "The dispersion is accomplished by products which emulsify the oil, i. e., emulsifiers. Dispersion is used in its general sense and hence dispersant simply means a product that causes spreading. Also dispersant is used more frequently than emulsifier.

ISTOP stands for Integrated Satellite Tracking of Polluters, and employs daily satellite photos in which oil slicks can be identified. These can then be confirmed by over-flights of the area, and then samples can be taken. Vessel images in photos can be correlated with vessel transits based on AIS data. RADARSAT 2, which will be operable in 2005, will be able to define the shapes of vessels. As developed for Eastern Canada, the program involves coordination of existing activities by such federal agencies as the Canadian Coast Guard, Transport Canada, Environment Canada, and Defense. If the radar operator reports an image on the daily scan that looks like oil, then over-flights can be mobilized within an hour. This program is also used in Sweden and Denmark.

A research project on the possible effects of an accelerated sea level rise on the geomorphology and ecology of the Netherlands Wadden Sea was started in 1990 by the National Institute for Coastal and Marine Management/RIKZ of Rijkswaterstaat, the Directorate-General for Public Works and Water Management of the Netherlands Ministry of Transport, Public Works and Water Management. A well developed circulation can penetrate as far as 50 km inland. During sea breeze situations an interesting air pollution problem arises. This will be illustrated using the north shore of Lake Ontario as an example. Several thermal generating stations are opened near the coast. During a sea breeze situation..., their emissions are adverted inland relatively undispersed in stable air. Eventually the well-mixed layer whose thickness increases inland intercepts the plume and brings it to the ground. The result is stationary fumigation which persists much longer than the event-type of fumigation that occurs in late morning during the breakup of a nocturnal inversion.

Meso-scale wind flows play an important part in the dispersion of pollutants. These flows(horizontal dimension of 10s of kilometers) include :(i) land and sea or lake breezes[;](ii) urban heat-island circulation[;](iii) slope and valley winds. Such flows are most noticeable when skies are clear and when the macro-scale flows(horizontal dimensions of 100s to 1 000s of kilometers) are weak. Characteristically, these meso-scale features have 24-hour cycles(diurnal variations), so that the daily mean vector wind is small and thus, pollution is moved back and forth across the region without much dilution.
