The city of Miami has used the EPA windfall to hire environmental consultants to test the Wynwood property and search for underground tanks. The city recently tore down the former dry cleaner on the site and placed a $130, 000 lien on the property to cover the costs. But getting the owner to pay is unlikely, said Miami economic planner Schwarzreich. The property's owner has been in bankruptcy and has proven difficult to track down.
