Another method is needed to address this gap. This is differential one-way ranging(known as delta-DOR), a navigation capability that also benefits RS [radio science] in that the experiments data quality improves from optimizing the navigation solution. To produce the UV index forecast, Environment and Climate Change Canada takes data from ozone measuring stations across the country to determine the present thickness of the ozone layer. A computer model then forecasts the thickness of the ozone layer over Canada for the next day. Combining the forecast of the ozone layer with data about the height and the angle of the sun gives a UV forecast for the next day, for a clear sunny sky. Diffuse solar irradiance is a measure of the rate of incoming solar energy on a horizontal plane at the Earth’s surface resulting from scattering of the Sun’s beam due to atmospheric constituents. James Hugh Pruett wrote a 1946 piece for the magazine after apparently misinterpreting a complex 1937 article in the Maine Farmer's Almanac that essentially, but not clearly, said a blue moon occurs when a season has four full moons, rather than the usual three. Pruett mistakenly thought it meant having a second full moon within the same month. Pruett's mistake went unnoticed for decades....
