In Canada, a permanently-tethered balloon system is an "aircraft" under the definition of the Aeronautics Act. Specifically, a balloon is defined as a "non-power driven lighter-than-air aircraft". Whether operating freely, under temporary tether or as a permanently-tethered unit, balloons are subject to the Canadian Aviation Regulations (CARs).

tethered ballon, moored balloon: Federal Aviation Administration regards any balloon which is designed for carrying persons as an aircraft, and as such it must be certificated and operated in accordance with the applicable rules for aircraft. Such a passenger carrying balloon is considered tethered when it is inflated and held to the ground, in whatever manner. A moored balloon (for which there are no prescribed airworthiness standards because passenger carrying was not intended) is essentially any lighter-than-air object operated under 14 CFR [Code of Federal Regulation] Part 101. Such a balloon must be restrained with mooring lines to hold it stationary in the intended location, and the balloon must comply with the provisions of 14 CFR Part 101.

The variation of the direction in space is a conical motion, with vertex at the center of mass, around a perpendicular to the plane of the earth's orbit around the sun, in which the earth and the axis of rotation move together with no change in the position of the axis within the earth. This motion is caused by the gravitational attractions of the sun and the moon. The axis describes a sinuous conical surface at an irregularly varying rate; the motion is, therefore, represented as the resultant of a steady progressive motion in a circular cone of angular opening about 47°, called the "lunisolar precession"...

Equinoctial precession is a circular motion of Earth’s rotational axis with respect to the "fixed" stars, also known as lunisolar precession. It is caused by the torque of the Sun and Moon on the Earth’s rotational bulge.

Dynamic methods. These methods involve a dynamic loading device which is mounted for travel on a vehicle or trailer and which is lowered, in position, onto the pavement. Devices make use of counter rotating masses, hydraulically actuated reciprocating masses, or falling weights(masses) to apply a series of pulses either in steady state by the reciprocating or rotating masses or attenuating by the falling mass.

All joysticks perform in basically the same way; variations in features are what set one joystick apart from another. The most important feature to watch for is self-centering. Self-centering sticks are a poor choice for absolute cursor control because you must constantly hold the stick to keep a steady cursor position. Self-centering sticks can usually be converted to noncentering by simply removing the springs on the gimbals.
