President Fernando Henrique Cardoso flew to the jungle city of Manaus on Thursday to inaugurate the Amazon Surveillance System, a $1. 4 billion network of radar stations and computers built by U. S. defense contractor Raytheon Corp. that will track everything from illegal landing strips to climatic conditions to soil composition in the world's largest wilderness. The system, known here as SIVAM, aims to help protect the Amazon from environmental destruction and drug-dealing guerrillas while providing data to unlock the region's economic potential.

Entré en service jeudi, le Système de surveillance de l'Amazonie (Sivam) permettra à Brasilia d'établir un contrôle effectif sur cette région immense qui couvre 61% du territoire du Brésil. Destiné à en surveiller l'espace, aérien et terrestre, le dispositif du Sivam allie couverture satellite, radars fixes et mobiles, et avions de télédétection.

The space environment which surrounds the Earth is becoming increasingly polluted with debris. Currently, the US Space Surveillance Network is using ground-based radar, optical and infrared sensors to track more than 7500 objects. The minimum size of a trackable object is about 10 cm for a low Earth orbit, and about 1 m for the geostationary orbit. Only about 6% of these catalogued objects are active satellites. Over 40% are fragments of disintegrated satellites and upper stages of rockets.

Over-the-horizon(OTH) radar systems were first developed during the Cold War as part of the early warning defense network. With the end of the Cold War, research into OTH radar continued, with a new focus : detection of illegal aircraft engaged in drug smuggling. Current research had its genesis in U. S. Air Force and Navy laboratories in the 1960s, as well as at Stanford University. At present, the United States, Russia, China, and Australia employ OTH radar for surveillance purposes. Much of the current effort is concentrated on the development of relocatable OTH radar(ROTHR), first demonstrated by the Navy in the early 1980s.
