Since the 10% savings is a threshold clause in the Request for Proposal(RFP) and the evaluation of the proposals to determine the appropriate contractor, achieving the budget will be the contractor's responsibility. PWGSC [Public Works and Government Services Canada] will not fund the contractor for cost over budget, unless agreed to in advance.
