There are basically two different opinions about the shape of the dose-effect at low doses. There are those who believe that very low doses of radiation carry no risk and that a threshold dose has to be exceeded before an effect will be induced. Others support the concept of radiation risk increasing linearly with dose from zero dose up, i. e. the linear no-threshold(LNT) concept.

Procainamide is an agent indicated for production of local or regional anesthesia and in the treatment of ventricular tachycardia occurring during cardiac manipulation, such as surgery or catheterization, or which may occur during acute myocardial infarction, digitalis toxicity, or other cardiac diseases. The mode of action of the antiarrhythmic effect of procainamide appears to be similar to that of procaine and quinidine. Ventricular excitability is depressed and the stimulation threshold of the ventricle is increased during diastole. The sinoatrial node is, however, unaffected.

Non stochastic effects : Effects for which the severity of the effect varies with dose, and for which a threshold may therefore exist.

The limit for skin is set by reference to deterministic (formerly known as non-stochastic) effects. These are effects such as reddening or ulceration of the skin which vary in intensity in proportion to the dose, and also have a threshold dose below which no effects appear. The proposed limit, which is below the threshold, is 500 mSv in any dosimetry year, averaged over any 1 cm² area at a nominal depth of 7 mg cm², regardless of the area exposed.

Ammonium did not affect fertilization but had a significant effect on germination at 48 h and cell division at 72 h with most damage occurring in the first 48 h. Ammonium showed a similar effect as whole effluent (when expressed as mg N l-1 ammonium), sampled in June, September and November 1997, on developing H. banksii embryos. This similarity is further confirmed with comparable EC50 (concentration causing an effect on 50% of the population tested) and LOEC (lowest observable effect concentration) values. Mean EC50 values for the ammonium bioassays were 3.19 mg N l-1 for germination and 6.14 mg N l-1 for cell division.

In order to facilitate this policy, Canada will negotiate second designation rights in markets as they mature, whenever practical, and will seek agreement on the necessary capacity and frequency of service to give effect to such rights. As of the date of announcement of this policy, the following country markets meet the 300, 000 passenger threshold, thereby enabling second carrier designation : the United Kingdom, France, Germany, Hong Kong and Japan.

Biological effects of ionizing radiation.... at the upper end of the scale, there is no radiation exposure so high it will guarantee that every exposed individual will suffer the effect. Nor at the lower end is any exposure so low that it will carry no risk to anyone of inducing the effect. These radiation effects are therefore said to have "no threshold. "Logically, it follows that any exposure to radiation, no matter how small, carries some risk and that any reduction in exposure, even from an already very low level, confers some benefit. However, it is not always appreciated that the absence of a "safe" threshold is a theoretical assumption and a safety precaution rather than something that can be proven. It is also not well understood that the toxic effects of radiation, for which there is no defined safe level, may not differ fundamentally from those of some chemical toxins for which a "safe" level in the body or in the environment has been declared.

Complicating the problem of public perceptions of the level of risk associated with radioactive wastes is the confusion induced by two fundamental principles of radio-biological and radiation protection theory. The first is the "no-threshold" hypothesis, and the second is the "as low as reasonably achievable,"or ALARA, principle. The first principle holds that there is no threshold below which exposure to radiation is entirely safe. The "no threshold" hypothesis - that any exposure to ionizing radiation, no matter how small, will increase the probability of a harmful consequence to an exposed individual - is an important scientific concept. ... it is generally agreed that it is wise to err on the side of safety and work from the assumption that there is no safe level.

The general thrust of the new ICAO draft is to establish a threshold of 60 minutes’ flying time at single-engine speed from an alternate, beyond which twins may not operate unless they have demonstrated a certain standard of powerplant reliability and systems redundancy. Existing rules date from the late 1940s and are recognised to be outmoded in the light of current technology. ICAO's provision does not specifically mention turns, but has the effect of preventing them from operating more than 90 minutes’ flying time(with both engines operating) from an alternate-the so-called "90-minute rule".

Le projet de l'OACI se fonde sur la notion de "seuil" d'éloignement maximal d'un terrain de déroutement (60 minutes de vol à la vitesse de croisière sur un moteur), seuil que les bimoteurs ne pourront franchir qu'à la condition d'avoir fait la preuve d'un certain degré de fiabilité de leurs groupes propulseurs et de redondance de leurs systèmes. Les règles actuelles datent de la fin des années 1940 et tout le monde reconnaît qu'elles sont dépassées. Le projet de l'OACI ne mentionne pas spécifiquement les bimoteurs, mais il a pour effet que ceux-ci ne devront jamais se trouver à un moment quelconque à plus de 90 minutes de vol (sur deux moteurs) d'un terrain de dégagement. C'est ce que l'on appelle "la règle des 90 minutes".
