2, record 11, French, - pelote%20de%20pollen

Changes in responsibilities continued through the late 1960s. In 1969, as recommended by the Glassco Commission, the position of Comptroller of the Treasury was abolished and departments took responsibility for certifying and authorizing expenditures. The Comptroller's office became part of the Department of Supply and Services. This function remained in PWGSC [Public Works and Government Services Canada] as the Receiver General of Canada. In 1978 as part of the government's response to the Auditor General' s Report, a new Office of the Comptroller General was established. While similar in name to the former Comptroller of the Treasury the function was different. The Comptroller General reported to the Treasury Board on financial management program evaluation and internal audit in government departments. As part of this reorganization [in 1993, ] the Office of the Comptroller General of Canada which had existed as a distinct organization separate from the Treasury Board Secretariat since 1978 was amalgamated with the Secretariat and the title and responsibilities for both were delegated to a single individual –Secretary of the Treasury Board and Comptroller General of Canada. In June 2004, following the appointment of the new Comptroller General, a new Office of the Comptroller General(OCG) was established as a distinct organization in TBS [Treasury Board Secretariat]. Consistent with the focus on sound financial management in the OCG, other responsibilities that were under the former Comptrollership Branch now fall elsewhere in the Secretariat. 2, record 12, English, - Comptroller%20General%20of%20Canada

3, record 12, French, - contr%C3%B4leur%20g%C3%A9n%C3%A9ral%20du%20Canada

... what makes some extratropical cyclones produce catastrophically damaging winds. ... [Keith Browning and Pete Clark] have identified a mesoscale flow which they call the Sting Jet. It originates in the cloud head of a rapidly deepening cyclone and gathers speed as it descends towards the tip of the cloud head when it begins to hook around the cyclone centre ... The Sting Jet was first identified observationally from a reanalysis of the Great Storm of October 1987 where the damaging winds were shown to be emanating from the evaporating tip of the hooked cloud head. It has since been reproduced in high-resolution runs with the mesoscale version of the Unified Model. The Sting Jet is distinct from the usual strong-wind region associated with the warm conveyor belt and main cold front. There are indications that conditional symmetric instability and evaporation both play a role in its formation but the importance of these processes remains to be quantified. 4, record 17, English, - sting%20jet

The decline in the deficit-to-GDP ratio over time is achieved largely through expenditure reductions. There is a 1. 3 percentage point fall in the program spending-to-GDP ratio from 1993-94 to 1995-96 and, revenues as a share of GDP, adjusted for one-time factors in 1993-94, rise only marginally over time. Although the net debt-to-GDP ratio continues to rise over the 1993-94 to 1995-96 period, the rate of increase slows dramatically in 1995-96, setting the stage for declines in future years. 2, record 22, English, - program%20spending%2Dto%2DGDP%20ratio

The Adult Injury Management Network(AIMNet) at the University of Victoria has an established track record in the area of fall and fall-related injury prevention among older people. AIMNet is recognized as a national leader in the field of injury prevention. Partners : British Columbia Injury Research and Prevention Unit at the Centre for Community Health & Health Evaluation Research(Children's & Women's Health Centre of B. C.), the Institute on Health of the Elderly(University of Ottawa) and the School of Nutrition & Dietetics(Acadia University). The goal of this project is to reduce falls and fall-related injuries among residents of long-term care facilities in several pilot sites across Canada. The proposed model focuses on the determinants of health that put residents of care facilities at greatest risk of sustaining a fall and related injuries. Through the creation of networks of support and information, this project aims to strengthen the capacities of both the residents of these facilities and those who care for them. The project results include the publication of a paper in a scientific journal and presentations at national conferences such as the Canadian Association of Gerontology Annual Scientific and Educational Meeting. 1, record 27, English, - Adult%20Injury%20Management%20Network

Constant productivity(by adding fresh biocatalyst during operation) is not always operationally convenient or even possible when reactors of the packed-bed type are used. Another useful way is to control the flow-rate through the reactor. The flow rate can be continuously or intermittently decreased so as to maintain the degree of conversion constant. During the period of operation, however, the quantity of product produced per unit time will fall. Leaks... fall into two basic types : internal leakage [such] as a thin oil film is built into the working parts of a hydraulic system. This lubricates the mating surfaces of valve spools, cylinder pistons, and other moving parts. Oil is not lost through this normal internal leakage since it eventually returns to the system reservoir. However, too much internal leakage will slow the operation of the system and waste power through the generation of heat. In some cases, it may cause cylinders to creep or drift. Or it may cause loss of oil control in the valves.... External oil leaks not only look bad-they can be expensive and hazardous.... A small leak can also be the signal for a hydraulic rupture that may injure a person while putting the machine out of operation.... Every joint in a hydraulic circuit is a potential point of leakage. This is why the number of connections in a system is kept at a minimum. Components can leak, but care in assembly and use of new seals and gaskets during overhaul will help to reduce this problem. 2, record 35, English, - leak

2, record 35, French, - fuite

The radar frequency bands were first designated by code letters for secrecy during World War II; these letters are still in common use, although the exact frequency intervals to which they apply have undergone some redefinition. They all fall within the UHF, SHF, and EHF radio frequency bands.... Radars operating in the S, C, and X bands are the ones mainly used for precipitation measurements. Attenuation of the transmitted radio frequency energy by atmospheric gases, precipitation, and cloud particles is severe for all frequency bands higher than X band, and even X band can suffer severe attenuation in heavy rain. Nevertheless, because radars operating in the K, Ka, and W bands are able to detect clouds, they are used for cloud observations even though they are not able to penetrate far through precipitation. 4, record 42, English, - radar%20band

In the atmosphere, ... objects such as raindrops, which attain terminal velocity at great heights above the surface, may be regarded as continuously adjusting their speeds to remain at all times essentially in the terminal fall condition. In other words, as cloud droplets fall, air resists their downward motion and the amount of this air resistance is based on the size of the drop and its rate of fall, or velocity. The speed of the falling cloud droplet increases until the air resistance equals the downward pull of gravity and then begins to fall at a constant speed, no longer accelerating downward. This constant speed that is finally reached is called the drop’s terminal velocity, or fall speed. 2, record 51, English, - falling%20speed

The Falling Number test is used to evaluate the amount of sprout damage in Canadian wheats. Alpha amylase is an enzyme found in wheat, if germination occurs there is a dramatic increase of this enzyme. The Falling Number is the time in seconds for a stirrer to fall through a hot slurry of ground wheat. The greater the amount of alpha-amylase in the wheat, the thinner the gelationized starch paste and the faster the plunger will fall through the slurry. A high Falling Number or the longer it takes the stirrer to fall indicates the wheat is sound and satisfactory for most baking processes. A pneumatic rate-of-rise spot detector consists of a small dome-shaped air chamber with a flexible metal diaphragm in the base. A small metering hole allows air to enter and exit the chamber during normal rise and fall of atmospheric temperature and barometric pressure. In the heat of a fire, however, the air within the chamber expands faster than it can escape through the metering hole. This expansion causes the pressure within the chamber to increase, forcing the metal diaphragm against contact points in the alarm circuit. An alarm signal to the system control unit results. This type of detector is most often combined in one unit that also has fixed-temperature capability. 1, record 57, English, - pneumatic%20rate%2Dof%2Drise%20spot%20detector

1, record 57, French, - d%C3%A9tecteur%20ponctuel%20thermov%C3%A9locim%C3%A9trique%20pneumatique

The combination of oscillation and slope of the sieve causes the stock to travel slowly along its length. Air currents drawn from the underside of the sieve float the lighter branny particles to the surface of the layer of material on the sieve. Heavier particles of endosperm fall to the lowest strata of material and ride on the surface of the sieve until they reach the part of the sieve that has openings big enough for the particles to fall through. As the particles fall through, they are collected in a series of graded fractions. Thus, at the head end of the purifier, the purest most dense particles of endosperm pass first through the mesh as mixture travels along the sieve, the composite particles of endosperm with adhering bran are next to pass through the mesh, and finally the light coarse branny particles tail over the sieve into separation collecting spouts. 1, record 61, English, - collecting%20spouts

The instrument consists of a smooth-walled cylinder in which is a piston. The piston is mechanically raised at a predetermined frequency and is allowed to fall freely back to its minimum position. Within the cylinder is an accurately machined orifice through which the measured material enters the cylinder when the piston is raised and is displaced by the weight of the piston on its free fall. Thus the measurement of the time required by the piston to displace the material through the orifice is directly proportional to the viscosity of the material. 1, record 72, English, - falling%2Dpiston%2Dtype%20viscosity%2Dmeasuring%20element

1, record 85, French, - voyant%20d%27avertissement%20de%20bas%20r%C3%A9gime

High Tension Separation (H.T.S.). This, which includes electrostatic separation, is an operation applicable to the dry separation of small particles.
