The Prime Minister announced... an aggressive action plan to deal with the serious problem of tobacco smuggling. The federal and certain provincial governments have undertaken a number of measures, including increased enforcement, health promotion, the lowering of the excise tax on tobacco products, a surtax on tobacco manufacturers and the reimposition of an export tax on tobacco products.
