A North American Wetlands Conservation Council was established to review the merits of wetlands conservation proposals submitted for funding under the Act. The Council consists of nine members : the Director of the U. S. Fish and Wildlife Service(Service), the Executive Secretary of the National Fish and Wildlife Foundation(Foundation), four directors of state fish and wildlife agencies(one from each migratory bird flyaway), and three individuals each representing a different non-profit organization actively carrying out wetlands conservation projects under the Act, the North American Waterfowl Management Plan, or the Canadian-Mexican-United States Tripartite Agreement.

In 1995, the Department of the Solicitor General Canada concluded negotiations with the Government of Quebec and the Kativik Regional Government. On July 1, 1995, the parties signed a tripartite agreement, ending March 31, 1998, on policing services north of the 55th parallel. The agreement allowed for the creation of the Kativik Regional Police Force, responsible for policing services in the 14 Northern Village Corporations and through-out the non-municipal territory north of the 55th parallel.

En 1995, le ministère du Solliciteur général achevait les négociations engagées avec le Québec et l'Administration régionale Kativik et, le 1er juillet 1995, signait une entente tripartite sur les services policiers au nord du 55e parallèle, effective jusqu'au 31 mars 1998. Cette entente permettait la mise sur pied du Corps de police régional Kativik, responsable des services policiers dans les 14 corporations de villages nordiques, de même que sur l'ensemble du territoire non municipalisé au nord du 55e parallèle.
