Police statistics on crime were first published in Canada in 1921 as a section of Criminal Statistics, 1920. These statistics were provided in the early years by only a small and incomplete number of municipal police forces. Over the ensuing four decades, there was a gradual increase in the number of police forces reporting and in the detail of the figures they reported. These statistics did not at all provide a full picture of crime or law enforcement in Canada, and were not comparable from year to year until 1 January 1962, when the Uniform Crime Reporting(UCR) System commenced. This system was developed by the Dominion Bureau of Statistics in concert with the Canadian Association of Chiefs of Police, Committee on the Uniform Recording of Police Statistics. Les statistiques de la police sur la criminalité ont été publiées pour la première fois au Canada en 1921 en tant que section de la Statistique de la criminalité, 1920. Ces statistiques n'étaient à l'origine fournies que par un nombre petit et incomplet de services municipaux de police. Pendant les quatre décennies qui ont suivi, le nombre de services de police déclarant les infractions a progressivement augmenté ainsi que le niveau de détail des chiffres présentés. Ces statistiques ne donnaient absolument pas un aperçu complet de la criminalité ou de l'application de la loi au Canada, et n'étaient pas comparables d'une année à l'autre jusqu'à l'adoption, le 1er janvier 1962, du Système de déclaration uniforme de la criminalité (DUC). Ce système a été conçu par le Bureau fédéral de la statistique, de concert avec le Comité de déclaration uniforme de la statistique policière de l'Association des chefs de police du Canada.
