ESA's [European Space Agency] first payload onboard the International Space Station, the Advanced Protein Crystallisation Facility(APCF), was launched into space with the Space Shuttle Discovery mission... The facility will stay operational until early December 2001 and will then be brought back to Earth on utilisation flight UF-1(STS-108) for the analysis of the scientific experiment results.

The Safety Officer has the right to decide, prior to a flight, that a given rocket vehicle is constructed in such a way that it is unlikely to withstand the stresses of flight and therefore prohibit the flight from taking place. In addition to the right to cancel any flight, the Safety Officer has the right to decide that a rocket is unflightworthy for the proposed power. This may be due to the rocket requiring additional structural reinforcement or the utilisation of a less powerful motor. It could also be due to the rocket being of too heavyweight a construction to be flown safely.

Additional ISS Flight Opportunities Programme. The objectives of this programme are those of maintaining and developing an active and experienced European Astronaut Corps, offering further opportunities to the European user community for ISS utilisation, enhancing promotion of European manned spaceflight and space-based research and providing a European pathway for ISS commercial development. The programme, proposed as an additional slice of the ISS exploitation programme, envisages the procurement from Russia of 4 Soyuz flights to and from the ISS and covers crew training associated with the mission plus management and mission support.

Programme d'occasions de vol supplémentaires à bord de l'ISS. Le Programme d'occasions de vol supplémentaires a pour objectif de maintenir et développer les activités et l'expérience du Corps d'astronautes européens en offrant à ces derniers des occasions de vols supplémentaires. Ce programme, qui devrait permettre l'approvisionnement auprès de la Russie de 4 vols Soyouz à destination de l'ISS (et retour) sur la période 2003-2006, sera soumis à approbation au printemps prochain, en liaison avec une proposition traitant de la politique applicable aux astronautes européens.

In 1991, ESA [European Space Agency] launched a programme to promote the industrial utilisation of microgravity : the Research Associations for the Development of Industrial Use of Space(RADIUS) Programme. The objective is to create a new user community that will be ready to use future flight opportunities, including the International Space Station, on a commercial basis. Through the programme, leading scientific organizations, experienced in well-defined areas of microgravity research, are identified and given the support required to define and begin undertaking, with non-space industries, several projects that could lead to space experimentation and could bring solutions or improvements to conventional industrial research.

Comment motiver les industries non spatiales à s'intéresser à l'utilisation de la microgravité qui sera disponible de façon quasi-continue à bord de la future Station spatiale internationale? Comment créer une approche dynamique qui les incitera à progressivement investir dans ces expériences spatiales au fur et à mesure que la pertinence de la microgravité par rapport à leur problème industriel leur aura été démontrée? Toutes ces questions ont été posées par le Bureau de Commercialisation de l'Agence spatiale européenne en 1991 à un groupe de travail composé de représentants de plusieurs entreprises européennes. Du travail de ce groupe est né le programme RADIUS qui entame la deuxième année de sa phase pilote de trois ans avec plus d'une vingtaine d'industriels impliqués dans des projets de recherche en microgravité.
