StratSat provides a geo-stationary platform at 20 km altitude capable of remaining on-station for up to five years. Payloads include high speed Internet services, direct broadcast TV, mobile telecommunication, etc. The envelope operates as a super-pressure hull(i. e. with no ballonet pressure control system). The hull will be of laminated fabric construction with Tedlar/Teflon, helium/weather barrier developed from AT-10/04. Multiple catenary curtain system supporting a payload module enclosed completely by the envelope. [The] payload module... comprises a single structural module with an externally mounted payload/mission system. The payload module provides a home for all of the airship's primary systems except for the propulsion system. The systems are close packed within the highly insulated module ensuring efficient heat and energy management. The payload module is pendulum stabilised within the envelope. The solar array provides the sole source of renewable energy for the airship. The array is placed over the upper quarter of the hull and extends over approximately three-quarters of the length of the craft. The array can be realigned to the daily sun location/angle by the roll rotation of the whole airship. The energy collected by the solar array is stored for use during the night in the series of batteries. Located in the stored for use during the night in a series of batteries. The 0-2000 point scale is divided into three drought classes : 0-999=Low; 1000-1499=Moderate; 1500-2000=High. The KBDI is simple to calculate as it uses only two, daily weather observations-maximum temperature and 24-hour rainfall. The system functions in a book-keeping fashion where estimates of daily evapo-transpiration and measurements of precipitation increase or decrease the value of yesterdays index. The KBDI by itself is not a Fire Danger Rating System as it gives no indicate of the ease of ignition of the vegetation, or of the rate of fire spread, fire intensity and difficulty of control. It does however serve as a useful measure of drought occurrence.

The San Jose/Santa Clara Water Pollution Control Plant(Plant)... Over the past several years, the service area population of the Plant has grown significantly. The total dry-weather influent volume from ultimate build-out of the Plant's service area is projected to be 180 million gallons per day(mgd), which is the recommended value for setting aside land required for ultimate wastewater treatment capacity for the future. Wet weather peak flow capacity issues will require additional land be set aside.

Continued growth in the Mendenhall and Lemon Creek Valleys required new wastewater collection systems. Ten new pumping stations and associated interceptor sewers were added to carry wastewater to the ABF Facility. Development continued and 1982, the ABF Facility was treating 2.0 mgd daily and was again over design capacity during wet weather peak flow periods with influent flows of 4.0+ mgd. Correction of inflow and infiltration (1 and 1) in the collection system began. However, an expansion of treatment capacity was required by the Environmental Protection Agency (EPA) to reduce the numerous discharge permit violations.

Influent flow control to increase the pollution load treated during rainy periods... As for the system management, the French Decree of 22 December 1995 states that flows or pollution loads exceeding the reference capacity of the treatment plant may be temporarily admitted. This is especially interesting in the case of separate wastewater sewerage, as inappropriate connections of runoff water and rainfall induced infiltration cause hydraulic overloads in such networks. An automated influent flow control has been implemented on a 8000 population equivalent plant to admit a maximum of twice the dry weather peak flow : the clarifier is then dynamically managed so that neither sludge loss nor degradation through anoxic conditions may occur.

The problem was solved with the next significant concept of airport lighting-the principle of "controlled intensity". Controlled or engineered intensity means that runway lights having practical pinpoint sources, with the beam aimed in the direction of the incoming pilot, could have the intensity of this beam controlled by either shifting the beam axis or more generally by varying the brightness of the lamp. Thus, high candle power is available to "punch through" heavy weather, but it is subject to brightness control for visual comfort. Note that this principle does not include illumination as none of this light strikes the runway surface.
