In an anchorage where there is little or no current or tidal stream, and in reasonably calm weather, a ship may be pointed to lie at an angle with the line of her cable by putting a spring on her cable. First heave in a shackle or so of cable. Now lead a hawser [...] out through the aftermost quarter fairlead, then for’ard and outboard of all, and shackle it with a joggle shackle to the cable outboard of the hawsepipe, thereby forming a spring. Then belay the hawser and veer the cable, and the ship's head should pay off away from the side on which the spring is rove until pointing in the required direction. Alternatively the hawser may be brought to an after capstan and hove in as the cable is veered. 2, record 1, English, - after%20capstan

Even with satellites, meteorologists cannot accurately prepare marine weather forecasts without accurate ship weather reports. For this reason, the National Weather Service sponsors the United States Voluntary Observing Ship Program... Ships participating in the... program provide meteorological and oceanographic reports while at sea. These observations form the basis of marine weather forecasts in coastal and high seas areas. 3, record 2, English, - ship%20meteorological%20report

Observations from ships are an essential component of the Global Climate Observing System(GCOS) and complement observations from other marine networks(e. g., Argo, drifting buoys, and moorings). The key challenge is that the surface marine climate record is mainly constructed from observations originally collected for other reasons, typically from weather logs that are part of normal ship activities or to support numerical weather prediction. 2, record 4, English, - meteorological%20log

The synoptic code is the WMO standard method for transmitting surface weather information via communications circuits. It is universal in that there are formats for data collected in several units (for wind speed), contains no plain language information (i.e., it is entirely numeric), is always in the same format, etc. There are allowances for each individual country to include national data which are not necessarily of interest to the rest of the world. This code has its own tables, etc., which are for the most part different from those used in the airways code, but is much more systematic ... 5, record 21, English, - international%20synoptic%20surface%20observation%20code

4, record 21, French, - code%20synoptique%20international%20d%27observation%20en%20surface

In respect of ships, the flag state has plenary jurisdiction overall the world, not because the ship is treated as a floating part of national territory, but as a matter of practical convenience. Municipal laws vary as to the extent of jurisdiction asserted over foreign merchant ships in internal waters of particular states, but it is generally accepted that a vessel does not wholly subject herself to local jurisdiction by taking refuge in a port by reason of stress of weather. 1, record 29, English, - stress%20of%20weather
