The Convention on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. Thus, though nowadays the name of the Convention is usually written "Convention on Wetlands(Ramsar, Iran, 1971) ", it has come to be known popularly as the "Ramsar Convention"... Secondary effluent is pumped from the SRWRF to a splitter box, which distributes the flow to six parallel ponds. Effluent from Ponds B, C, D, E and F flows to a collector channel and then to terminal collector Pond I. It is one of several critical habitat areas identified in the North American Waterfowl Management Plan. This plan created in 1986 by the United States and Canada and joined in 1988 by Mexico, is a partnership of local citizens, private companies, conservation organizations, and government agencies. The first of its kind in Canada, the Dunkers Flow Balancing System treats polluted stormwater discharged from an outfall located at the base of the Bluffs. A series of five cells, created by using curtains suspended from floating pontoons, are used to settle contaminants found in stormwater. During a rainfall, stormwater enters the first cell and moves through three other cells before entering the wetland area.
