In cases in which the violent relationship between the parents involves situational couple violence or separation-instigated violence, there may not be increased risk to children in all cases, particularly if either type of violence is singular and mild. If one partner has an anger management problem, then he or she is the parent most at risk for child abuse. The process involves conducting a Preliminary Environmental Assessment(PEA) based on available information to provide recommendations early in the review of a proposal. A PEA may be conducted either by the Ministry or by the proponent. The assessment includes an analysis of what is known about a proposal and the identification of what further information is needed. A PEA provides the Ministry with the basis for determining whether to consider a proposal further, and if so, the appropriate process for doing so.
