Les termes «ministère» et «cabinet» sont souvent employés l'un pour l'autre, mais de fait, le ministère comprend à la fois les ministres et les secrétaires d'État. À l'origine, le conseil des ministres désignait les ministres détenant un portefeuille à titre amovible, alors que le cabinet était l'endroit mis par le premier ministre à la disposition du conseil pour ses réunions. Ministère et cabinet ne sont pas toujours interchangeables, les ministres n'étant pas tous membres du Cabinet.
