A plaza for all seasons. People who live in, work in or visit Hull, Quebec, have a beautiful new public space to enjoy, thanks to a PWGSC [Public Works and Government Services Canada]-managed restoration and redesign project. The newly reopened plaza at Parc du Portage is popular among employees at lunchtime, but is also drawing strollers in the evening and bringing new life into the downtown area. The plaza is located between Phases I and II of the Government of Canada Place du Portage office complex and the provincial/municipal Maison du Citoyen building. The plaza is a few minutes’ walk from the Museum of Civilization, one of the national capital' s major visitor attractions. An underground parking garage owned by the Government of Canada is situated beneath the plaza. The restoration and redesign project had two main components--repair of the waterproof membrane of the garage roof, which had been leaking, and restoration of the plaza. Improvements to the plaza included the addition of more fountains in the pool, and the construction of a low wall around the pool providing places to sit. At night, innovative new lighting casts a shimmering reflection onto the nearby building walls. StratSat provides a geo-stationary platform at 20 km altitude capable of remaining on-station for up to five years. Payloads include high speed Internet services, direct broadcast TV, mobile telecommunication, etc. The envelope operates as a super-pressure hull(i. e. with no ballonet pressure control system). The hull will be of laminated fabric construction with Tedlar/Teflon, helium/weather barrier developed from AT-10/04. Multiple catenary curtain system supporting a payload module enclosed completely by the envelope. The payload module provides a home for all of the airship's primary systems except for the propulsion system. The array is placed over the upper quarter of the hull and extends over approximately three-quarters of the length of the craft. The array can be realigned to the daily sun location/angle by the roll rotation of the whole airship. Hogmanay is the Scots word for the last day of the year and is synonymous with the celebration of the New Year in the Scottish manner. Its official date is the 31 December. However this is normally only the start of a celebration which lasts through the night until the morning of the 1 January or, in many cases, 2 January. The roots of Hogmanay reach back to the pagan celebration of the winter solstice. In Europe, this evolved into the ancient celebration of Saturnalia, a great Roman winter festival, where people celebrated completely free of restraint and inhibition. The Vikings celebrated Yule, which later became the Twelve Days of Christmas, or the "Daft Days" as they were sometimes called in Scotland. norther : The term has several specific applications : 1) In the southern United States, especially in Texas(Texas norther), in the Gulf of Mexico, in the Gulf of Panama away from the coast, and in Central America(norte), the norther is a strong cold wind from between northeast and northwest. It occurs between November and April, freshening during the afternoon and decreasing at night. It is a cold air outbreak associated with the southward movement of a cold anticyclone. It is usually preceded by a warm and cloudy or rainy spell with southerly winds. The norther comes as a rushing blast and brings a sudden drop of temperature of as much as 25°F in one hour or 50°F in three hours in winter. 2) The California norther is a strong, very dry, dusty, northerly wind that blows in late spring, summer, and early fall in the valley of California or on the West Coast when pressure is high over the mountains to the north. It lasts from one to four days. The dryness is due to adiabatic warming during descent. The horizontal temperature gradient is strongly established between the equator and the pole, and the pressure gradient creates this westerly jet.
