In Angola, a 16-year civil was involved not only Angolan fighters, but also troops from Cuba and South Africa. In 1988, South Africa agreed to leave Angola if the Cuban troops would do the same. UNVEM was created to monitor the withdrawal of both forces. A second phase(UNAVEM II) followed a peace accord signed in May 1991.

This led the Israelis to retaliate by invading southern Lebanon. When the Lebanese government protested to the United Nations, UNIFIL was created to confirm the withdrawal of Israeli troops back into Israel.
