Specialized Business Planning Services(SBPS) offers assistance to producers in preparing the specialized plans needed for their business. These will include diversification, marketing, human resources, expansion, risk management and succession plans within the format of a business plan. To assist them in developing these types of plans, producers will work with a consultant with expertise in a specific area. As part of the service to the clients, the consultants will provide counselling that will improve the farmer's ability to present their plans to capital providers or to use their plans as a management tool. The Human Resources Council(HRC) was founded in 1992 as the Personnel Renewal Council(PRC), to be a strong voice for Heads of Human Resources and the HR community on issues affecting the strategic direction of HR management in the Public Service. The PRC changed its name to the Human Resources Council in November 1998. The HRC will continue to strengthen its current role as an independent strategic advisor. Specifically, the HRC will work to influence the direction of, and provide support to, the Central Agencies on the development of HR policy and the development of the HR Community on major issues of concern. Le Conseil des ressources humaines (CRH), auparavant le Conseil du renouvellement du personnel (CRP), a été créé en 1992 pour donner aux chefs des ressources humaines et à la collectivité des RH la possibilité d'infléchir les décisions stratégiques liées à la gestion des RH dans la fonction publique. In 1994, the Chief of Review Service put forth the Protection of Resources and Ethics Programme(PREP). It promised to be a comprehensive programme aimed at "reducing the management risks inherent in broadly delegating authorities.... "[30]. Unfortunately PREP was never implemented, nor was an explanation given publicly for its curtailment.
