The Special Program of Assistance for Africa(SPA) was established in 1987 as a response to the economic crises of the debt-distressed countries in Sub-Saharan Africa. An informal association of donors, the SPA was intended to support the countries structural adjustment programs with the International Development Association and the International Monetary Fund. The SPA did respond to the challenge. Free of the restrictive formality of other fora, donors were able to test ideas and develop a mutual understanding. High-level donor representation provided the opportunity for meaningful interactions with World Bank and IMF policy makers. The SPA helped to channel substantial quick-disbursing aid. Through peer pressure, it improved donor procedures. It broadened its agenda to address structural impediments to broad-based development. It provided a platform for frank and open exchanges on Africa's economic and social policy issues. The Agriculture and Food Council was formed in 1993 to champion the Creating Tomorrow vision and goals. The concept of "sustainable development" was first used in the mid-1970s, to suggest a broad policy goal of integrating environmental considerations into economic decisions. Meeting the infrastructure needs of the region has become the most significant component of the [World] Bank's lending program... To cope with rapid modernization, rising urbanization, and international integration, it is estimated that developing East Asian countries will need to invest between $1. 2 trillion and $1. 5 trillion... in transportation, power, telecommunications, and water and sanitation facilities in the next decade... The 20 year old Trust Fund called the Canadian Project Preparation Fund(CPPF) at the Inter-American Development Bank(IDB) was recently amended and renamed Canadian Technical Cooperation Programme(CANTAP), with the aim of expanding the scope of this trust fund.
