Ground-based weather radars emerged during World War II and have since been used to observe precipitation, mostly over land. Ground-based radars send out pulses of microwave energy in narrow beams that scan in a circular pattern. When the microwave pulse encounters precipitation particles in the atmosphere, the energy is scattered in all directions, sending some energy back to the radar. These measurements are used to estimate intensity, altitude, precipitation type(e. g., rain, snow, hail), and motion. The oceans are mostly composed of warm salty water near the surface over cold, less salty water in the ocean depths. These two regions don’t mix except in certain special areas. The ocean currents, the movement of the ocean in the surface layer, are driven mostly by the wind. In certain areas near the polar oceans, the colder surface water also gets saltier due to evaporation or sea ice formation. In these regions, the surface water becomes dense enough to sink to the ocean depths. This pumping of surface water into the deep ocean forces the deep water to move horizontally until it can find an area on the world where it can rise back to the surface and close the current loop. This usually occurs in the equatorial ocean, mostly in the Pacific and Indian Oceans. The Southern Ocean, also known as the Great Southern Ocean, the Antarctic Ocean and the South Polar Ocean, comprises the southernmost waters of the World Ocean south of 60° S latitude. The International Hydrographic Organization has designated the Southern Ocean as an oceanic division encircling Antarctica. Geographers disagree on the Southern Ocean's northern boundary or even its existence, sometimes considering the waters part of the South Pacific, South Atlantic, and Indian Oceans instead. The Utopia Pavilion was one of the most noticed of the five theme pavilions at Portugal' s World Exhibition in Lisbon. For the first time at a World or Universal Exhibition, a show was staged for over 3 million spectators. It took co-author and artistic director François Confino three years during which he worked with American, Canadian, French and Portuguese staff to see this incredible challenge through. Soaring effects and gigantic special effects were specially designed, and extremely complex mechanical systems bred movement into flexible materials and stage sets at an unusually large scale. Parmi les cinq pavillons thématiques du Portugal de l'exposition mondiale de Lisbonne en 1998, le pavillon Utopia a été l'un des plus remarqués. Pour la première fois dans le cadre d'une exposition mondiale ou universelle, un spectacle a été donné à voir à plus de 3 millions de personnes. The World Ocean Circulation Experiment(WOCE) is by far the largest, most ambitious oceanographic experiment ever carried out. The WOCE observational program began in 1990, but the origins of WOCE go back to the late 1970s. The experiment has involved the efforts of more than 40 nations over a period of more than 10 years, making use of several different satellites, dozens of ships, and thousands of instruments... The Integrated Global Ocean Services System(IGOSS) is the international SYSTEM for the collection and exchange of ocean data(such as temperature and salinity) and the preparation and dissemination of oceanic products and services. Le SMISO, créé conjointement par l'OMM et la COI en 1968, est le premier système opérationnel d'observation de l'océan. During the past several decades the coastal States of the world have been extending seaward their claims to jurisdiction over what has traditionally been recognized as the free seas. Claims have been both geographical, applied to specific maritime areas enclosed by boundaries, and functional, pertaining to certain competences such as control over fishing or drilling for hydrocarbons on the continental shelf. The net effect of these claims has been the gradual partitioning of nearly one-third of the global ocean into various types of maritime zones. L'extension des limites de la juridiction des États riverains dans les zones marines adjacentes est, de toute évidence, la principale caractéristique de l'évolution du droit de la mer depuis la fin du deuxième conflit mondial. La Conférence de Genève de 1958 consacre, à travers les conventions qu'elle a adoptées, cette évolution : création de la zone contigue, conditions moins strictes pour le tracé des lignes de base droites, et surtout reconnaissance de droits souverains à l'État riverain sur les ressources de son plateau continental. [...] La Conférence de Genève de 1958, contrairement à ce qu'on aurait pu penser, loin de stabiliser le mouvement exclusiviste, le stimulera en provoquant l'exaspération de certains États, l'arrivée en masse sur la scène internationale de nouveaux États ne faisant qu'accentuer ce mouvement; la preuve en est que la décennie 60 sera le témoin d'une multitude de déclarations unilatérales par lesquelles des États riverains étendront leur juridiction.
