February 15 is National Flag of Canada Day. It marks the day in 1965 when our red and white maple leaf flag was first raised over Parliament Hill in Ottawa, and in hundreds of communities from coast to coast. This is a perfect opportunity to celebrate our flag and what it stands for-a country and a citizenship that are the envy of the world. In our often understated ways, be it instructing students in a school classroom, taking time to listen to the stories of veterans, or volunteering at the local community centre, Canadians share their pride in our flag and in their common values. In its striking simplicity, the National Flag of Canada speaks to the exciting challenges and opportunities of our future. At the same time, it speaks to all that we have accomplished together as a people and to those moments that have served to define us. The creation of our flag in 1965 was such a moment. 1, record 13, English, - National%20Flag%20of%20Canada%20Day

2, record 13, French, - Jour%20du%20drapeau%20national%20du%20Canada

PGA works to link individual legislators across borders and party lines, with the goal of strengthening their capacity to pursue international peace, social justice and development. Parliamentarians for Global Action(PGA) was established in 1978-1979 in Washington, DC, U. S. A. by concerned parliamentarians from around the world to address global problems, which could not be solved by any one government or parliament. While its initial focus was on disarmament and the prevention of nuclear proliferation, PGA today works on an expanded list of global issues such as fostering democracy, conflict prevention and management, international law and human rights, population and sustainable development. 1, record 14, English, - Parliamentarians%20for%20Global%20Action

The broad, binding effect of customary international law, coupled with the reality that such law can be created by the simple repetition of language at various UN meetings, raises a vital question: "At what point does a ’nonbinding agreement’ turn into an international agreement, a promise into a unilateral act, fact into custom?"(12) While no precise answer is possible, a general rule can be stated: previously non-binding norms become enforceable international law when (in the capacious words of one scholar) they have been repeated "with sufficient frequency. 3, record 15, English, - enforceable%20international%20law

Uniting of two or more countries or territories under a common government. The European Economic Community, for example, was conceived by its original advocates after the second world war as a basis for political union that would prevent further wars in Europe, though it was set up under the Treaty of Rome 1957 as a Common Market that could lead to political union, if the member-states wished. An area in which the member-states can be said to have made moves towards political union has been their work on a common foreign policy. Progress towards political union in the EEC raises questions of the relationship with the USA and other North Atlantic Treaty Organization countries and with the Communist Countries. The status of the European Parliament or Assembly also becomes crucial. 1, record 17, English, - political%20union
