The Geneva Convention is another treaty that was established shortly after World War II, but it was the first attempt to address jurisdictional differences regarding aircraft security interests. After the war, aircraft manufacturing nations became concerned about the reluctance of financial institutions to invest in aircraft without assurance that their interests were secure, especially when the equipment was outside the state of registry. As a remedy, the Geneva Convention(not to be confused with the Geneva Conventions of global war law) was signed on June 19, 1948, and went into force on September 17, 1953. It is officially known as the Convention on the International Recognition of Rights in Aircraft and is meant to facilitate financing and to recognize property basis and conditions for aircraft sales.

The flagship urban-development project of the NCC in the last several decades has been Confederation Boulevard-the Capital' s ceremonial and discovery route. In collaboration with federal and municipal partners, the NCC designed and constructed this 7. 5-kilometre route around the heart of Canada's Capital Region. Aside from providing an elegant streetscape for some of the most important sites and institutions of the nation, the Boulevard is a focus for year-round national celebrations, events and interpretation programs that help people to discover important aspects of Canada's government, culture, heritage, landscape and relations with other nations of the world. The idea for a ceremonial route in the heart of the Capital goes back to the 19th century. However, it was not until 1967-centennial year-that planners began to talk about a ceremonial route for processions and state visits, as a unifying element in the core areas of Ottawa, Ontario, and Hull(now Gatineau), Quebec, and as a vehicle for communicating the Capital of Canadians. Planning began in 1982 and construction in 1985. The central part of Confederation Boulevard was officially opened by Prime Minister Jean Chrétien on June 30, 2000. The last phase of three-phase construction will be completed in 2006.

The Marshall Plan, known officially following its enactment as the European Recovery Program(ERP), was the primary plan of the United States to promote the recovery of Europe and to advance American foreign and domestic economic policies after World War II. The initiative was named for United States Secretary of State George Marshall and was largely the creation of State Department officials, especially William L. Clayton and George F. Kennan. The reconstruction plan was developed at a meeting of the participating European States in July 1947. The Soviet Union and the states of Eastern Europe were invited, but Stalin saw the plan as a threat and did not allow the participation of any countries under Soviet control. The plan was in operation for four fiscal years beginning in July 1947.

OBS

DOUGLAS, Douglas Sea State. Douglas Sea Scale. Douglas Scale. Douglas Swell Scale. Douglas Sea and Swell Scale.... what do they mean? Douglas is the name given to a set of tables used to describe sea and swell conditions. The Douglas Sea tables refer to the waves generated by the wind in the locality at the time, the Douglas Swell tables refer to decaying waves originally generated by distant winds, and the Douglas Sea and Swell tables are a combination of the two. Originally, Douglas made no mention of heights or wave periods, and used only words to define the sea and swell conditions, e. g., slight sea, moderate sea or long low swell, short moderate swell. The combined definition was produced by a sea description followed by a swell description. But different publications have interpreted the Douglas Scales to produce wave heights and periods; and different interpretations have led to confusion. According to the World Meteorological Organisation, there is no internationally recognised definition or official status for any of the Douglas scales.

OBS

The Douglas scale is a scale to estimate the state of the sea whereas the Beaufort scale is an internationally recognised table with a standard set of wind speed values.

OBS

state-of-sea scale; sea state scale: these terms frequently refers to the "Douglas scale" and sometimes to the "Beaufort scale" ("Beaufort sea state scale)." Heisenberg Uncertainty Principle. An odd aspect of Quantum Mechanics is contained in the Heisenberg Uncertainty Principle(HUP). The HUP can be stated in different ways, let me first talk in terms of momentum and position. If there is a particle, such as an electron, moving through space, I can characterize its motion by telling you where it is(its position) and what its velocity is(more precisely, its momentum). Now, let me say something strange about what happens when I try to measure its positions and momentum. In the Quantum Mechanical world, the idea that we can measure things exactly breaks down. Let me state this notion more precisely. Suppose a particle has momentum p and a position x. In a Quantum Mechanical world, I would not be able to measure p and x precisely. There is an uncertainty associated with each measurement, e. g. there is some dp and dx, which I can never get rid of even in a perfect experiment!!!. This is due to the fact that whenever I make a measurement, I must disturb the system.(In order for me to know something is there, I must bump into it.) The size of the uncertainties are not independent, they are related...

The difference between extinction through the principle rebus sic stantibus and lapse through non-applicability becomes important when the preceding territorial situation is revived, or when in some other way the treaty once again becomes of practical importance through some succeeding change of circumstances. For an extinct treaty cannot revive; whereas a lapsed treaty may do so. After the First World War notices reviving the Anglo-Austrian Treaty of 1873 were given to Austria and Hungary; but a new treaty was entered into in 1924 with Czechoslovakia, a new state created out of the territory of Austria-Hungary.

Surely a government such as that of General Franco which considers itself to be the legal government of Spain cannot, as it seems to me, sit passively by while the proceedings are in process and would have the duty towards itself to contest the legitimation of its rival as party to the proceedings or, rather, on grounds of deeper principle, to attack the validity of the special agreement itself as having been concluded by an "illegal government".

CONT

It is sometimes asserted that a state may exist even though it has no territory, and in this connection instances of the governments in exile during the World War II are cited. This, however, is not a true illustration because the cases of the governments in exile are merely examples of lawful governments functioning from another country during continuance of military operations. The dispossession of the lawful government by the invader pendente bello is no more than an incident of military operations.

The contemporary world no longer contains inhabited territory which is not already part of an existing state(except for South West Africa which is a special case), so that today a "new" state can spring only from an existing state or states. In the case of nascent States, recognition raises many problems for the recognising States; first, because of the merging of the new State with its new Government and the difficulty of recognising the one without recognising the other; secondly, most States prefer, in the matter of recognition of nascent States, to be as non-committal as possible and to preface the date of recognition de jure by a state of recognition de facto.
