The Geneva Convention is another treaty that was established shortly after World War II, but it was the first attempt to address jurisdictional differences regarding aircraft security interests. After the war, aircraft manufacturing nations became concerned about the reluctance of financial institutions to invest in aircraft without assurance that their interests were secure, especially when the equipment was outside the state of registry. As a remedy, the Geneva Convention(not to be confused with the Geneva Conventions of global war law) was signed on June 19, 1948, and went into force on September 17, 1953. Ground-based weather radars emerged during World War II and have since been used to observe precipitation, mostly over land. Ground-based radars send out pulses of microwave energy in narrow beams that scan in a circular pattern. When the microwave pulse encounters precipitation particles in the atmosphere, the energy is scattered in all directions, sending some energy back to the radar. These measurements are used to estimate intensity, altitude, precipitation type(e. g., rain, snow, hail), and motion. A city of the Yukon Territory and its capital since 1953, located at kilometre 1476, just off the Alaska Highway. The city lies mainly on the western side of the Yukon River, nestled in a protected valley surrounded by Canyon Mountain(locally known as Grey Mountain) to the east, Haeckel Hill to the northwest and Golden Horn Mountain to the south. Located at the head of navigation on the Yukon River, Whitehorse grew significantly by becoming a temporary stopping point--past two major obstacles on the river, Miles Canyon and the Whitehorse Rapids--for prospectors heading for Dawson(then known as "Dawson City") during the Klondike Gold Rush Years(1897-1899). In 1900, with the completion of the White Pass and Yukon Route Railway from Skagway in Alaska, to Carcross and Whitehorse in the Yukon Territory, the community grew around the point where the railway and river met, on the western side of the Yukon River. After the gold rush, Whitehorse's population dropped, but with the help of navigation and aviation companies, the British Yukon Navigation Company building riverboats and operating them to Dawson until 1954, and the British Yukon Aviation Company transporting mail, freight and passengers, the economy was kept afloat. During World War II, Whitehorse played a significant role as a key link in the north-south transportation system, hosting the Americans and Canadians in charge of expanding the air link that was the Northwest Staging Route(a series of airfields across the Northwest), building the 2300-km Alaska Highway, or constructing the Canol Pipeline from Norman Wells, N. W. T., and an oil refinery at Whitehorse. In 1950, Whitehorse was incorporated as a city. In 1953, the territorial capital of the Yukon was moved from Dawson to Whitehorse, adding the government sector to an economy made of the mining(copper, silver and lead-zinc), tourist and oil industries. Bubble canopies have been in use since World War II. The British had already developed the "Malcolm hood", which was a bulged canopy, but the British Miles M. 20 was one of the first aircraft designs to feature a true bubble canopy. Although it never went into production the idea of the bubble canopy was used on other British fighters, such as the Typhoon and Tempest. The War Veterans Allowance(WVA) is a transfer payment program, which has been in effect since September 1, 1930. The program is a form of non-taxable financial assistance available to Canadian Veterans of World War I(WWI), World War II(WWII) and the Korean War. Originally formed at the end of World War II in 1945 as the Canadian Armament Research and Development Establishment(CARDE), the intent was to keep the research teams built up during the war in Canada, as opposed to moving to the United States. Starting in 1951 CARDE implemented a major missile development program, eventually delivering two combat systems, the Velvet Glove air-to-air missile and the Heller anti-tank rocket. The first world championship in our sport was organized in 1987 in France, and eight national shooting federations founded the "Union Internationale des Federations et Associations Nationales de Tir" on 7th July 1907 in Zurich, Switzerland... The French title of the "International Union of National Federations and Associations of Shooting" started to use the initials, UIT. This union was dissolved in 1915 during World War I but was reorganized in 1921 under the new name of "Union Internationale de Tir", also using the initials, UIT. After World War II had started, the activities of the Union were again suspended and then reorganized in 1947 under the new name, "International Shooting Union", using the title in the English language which from then on was decided to be the official working language of the organization. The initials of the International Shooting Union would have been ISU, but our organization had to continue using the letters of its French title, UIT, in order not to confuse it with the initials used in the international sport world by the International Skating Union... The Marshall Plan, known officially following its enactment as the European Recovery Program(ERP), was the primary plan of the United States to promote the recovery of Europe and to advance American foreign and domestic economic policies after World War II. The initiative was named for United States Secretary of State George Marshall and was largely the creation of State Department officials, especially William L. Clayton and George F. Kennan. The reconstruction plan was developed at a meeting of the participating European States in July 1947. The Soviet Union and the states of Eastern Europe were invited, but Stalin saw the plan as a threat and did not allow the participation of any countries under Soviet control. Le plan Marshall fut un des plans de reconstruction de l'Europe après la Seconde Guerre mondiale, connu officiellement après son élaboration comme Programme de rétablissement européen (European Recovery program ou ERP). Le plan Morgenthau qui prévoyait de faire payer les réparations par l'Allemagne fut écarté par l'administration Truman : on se souvenait des effets désastreux d'une telle politique après la Première Guerre mondiale (la question des réparations allemandes avait en partie permis l'ascension de Hitler). L'initiative fut baptisée, par les journalistes, du nom du secrétaire d'État américain, le général George Marshall, qui, lors d'un discours à l'université Harvard (5 juin 1947) exposa la volonté du gouvernement des États-Unis de contribuer au rétablissement de l'Europe. The Committee of Imperial Defence was an important(albeit ad hoc) part of the government of Great Britain and the British Empire from just after the Second Boer War until the start of World War II.
