It was the French Emperor, Napoleon III, who first seemed to appreciate the disastrous position that would be the result of a fat shortage and so, in 1867, he commissioned Mége-Mouriés, a French chemist, to "investigate how far it was possible to produce a cheap butter for the Army, Navy and needy classes of the population which would be cheaper and of better keeping quality than the usual butter"... Mége-Mouriés began to experiment... and in 1869 he commenced making his new product in a small factory near Paris. He had noticed that his "near-butter" had a pearly appearance and so he called it margarine from the Greek word "margaron" which means a pearl.

Extradition of the citizens of the requested state. Another question, which often arises, is whether a citizen of the requested state should be handed over for trial in respect of commission of an offence in the requesting State. The relevant treaty of extradition may contain provisions in this regard, but generally the provisions of treaties are silent on this question. It therefore becomes necessary for each government to decide whether it would extradite its own nationals even though there may exist a treaty between the requesting and the requested states. It may be argued, on the one hand, that if a state is competent under its own laws to try and punish its nationals for crimes committed abroad, there is no need to surrender them to the requesting State, as they can be dealt with adequately in the requested State. On the other hand, it may be pointed out that the courts of the country where the crime is committed would be in a better position to deal with the matter since witnesses would be available more readily there and it may also be necessary to have local inspection of the place of the offence.

Planning of a multi-spectral auroral imaging observatory(AURIO) has been on its way for some years now in the ESA Programme(Stadsnes et al. 1987). In 1990 ESA selected AURIO together with an advanced particle and fields observatory, APAFO, to constitute the Space Science Elements in the Polar Platform Programme, but without accommodating these experiments on the first mission called ENVISAT-1. As of today it is not yet clear when AURIO will be flown. AURIO would provide images of the aurora in the IR, visible and UV-range, and of the X-ray aurora(from few keV to >100 keV) with much better spatial and temporal resolution than yet obtained. Together with the in-situ particle and fields measurements, this would enable studies of fine and medium-scale coupling processes between the magnetosphere and the upper atmosphere.
