A major contribution to the sequence of events leading to the Chernobyl nuclear disaster was the failure to anticipate the effect of "xenon poisoning" on the rate of the nuclear fission reaction in the Chernobyl nuclear reactor.... With the extremely low power level, xenon builds up in the fuel rods, "poisoning" the reaction by absorbing neutrons.

Thirty-five to forty minutes after a trip the negative reactivity from xenon exceeds the positive reactivity of the adjusters.... If the reactor is started up during the 35 to 40 minute poison override time and brought up to power before poisoning out, the xenon will be burned up rapidly and a poison out may be prevented.
