An appropriation of money by special warrant, prepared on direction of the Governor in Council, to be signed by the Governor General.

OBS

Occasionally, circumstances arise whereby an urgent expenditure becomes necessary at a time when Parliament is not in session, and there is no appropriation pursuant to which payment may be made. This could occur when Parliament is dissolved during a period of interim supply. Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General' s Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply : 1. The warrant must be issued in the fiscal year in which the expenditures are required; 2. The unspent balance lapses at the year-end; 3. The appropriation is subject to commitment and expenditure control.

L'article 23 de la Loi sur la gestion des finances publiques qui autorise l'attribution de crédit, s'applique lorsque le Parlement est dissout ou prorogé, ou lorsqu'il est ajourné soit pour une période indéterminée, soit pour plus de deux semaines à compter du jour de l'arrêté ordonnant que le mandat soit émis. Le mandat constitue un crédit pour l'année financière où il est émis. Les conditions suivantes s'appliquent : 1. le mandat doit être émis pendant l'année financière dans laquelle les dépenses sont requises; 2. le solde non dépensé est annulé à la fin de l'année; 3. le crédit est soumis au contrôle des engagements et des dépenses.

But when the commitment involves precious metal coins to be issued in more than a year, it is possible that the prices be established only once the coins have been issued. In this case, the buyer will have to pay the market price before receiving the coins; he may also choose to cancel his order or limit it to a smaller number of coins, but not after shipment of the coins.
