In Canada, the General Social Survey, which measures victimization in the general population, does not include youth under 15 years of age. The information available regarding the victimization of children and youth comes from official sources such as Youth Protection Services and the police. Report of a short term Task Force set up to develop a strategy for the effective reintegration and management of long term offenders (those serving ten years or more including lifers and those offenders with an indefinite sentence) - the report was approved by at the May, 1998 meeting of CSC’s [Correctional Service Canada] Executive Committee.

The predominant theme arising from the Report is the implementation of the Life Line concept. The concept has three essential components. They include InReach Services, which involves a successful lifer or long term offender who contacts, motivates and actively encourages lifers in their preparation for reintegration back to the community. The second is Community Programs and Services, which involves dedicated program resources for Lifers to ensure a process of gradual phased day parole leading to full parole. The final component is Public Education which involves community-based correctional agencies and their InReach workers who contribute to "public" understanding on the nature of the Lifer and long term offender population to increase support and understanding for the released offender. This may include speaking at schools, community organizations and youth at risk.

The Atlantic Provinces Special Education Authority(APSEA) is an interprovincial cooperative agency established in 1975 by joint agreement among the Ministers of Education of New Brunswick, Newfoundland, Nova Scotia, and Prince Edward Island. The agreement provided for the creation of the Atlantic Provinces Special Education Authority and authorized it to provide educational services, programs, and opportunities for persons from birth to 21 years of age with low incidence sensory impairments. New Beginnings for Youth is an Ottawa based not-for-profit charitable organization serving the needs of youth since 1986. It offers a variety of programs that encourage life long learning outside of the traditional classroom. A small team of professional staff are supported by a wide range of multi-disciplined volunteers. A dedicated team of volunteer Board members ensures that programs continue to effectively meet the changing needs of youth. The funding was directed primarily at youth. It started in St. Catharines then expanded to the Welland and Fort Erie areas. December 1998 brought a new look to YACES called Job Gym. Youth Info Fairs target youth ages 15 to 30 inclusive and are held in towns and cities across the country as part of the Government of Canada's Youth Employment Strategy. Young Canadians who visit one of these fairs can get access to information on the programs and services that the Government of Canada offers. With the end of the Second World War and the closing out of its War Services operations, the Navy was again able to turn its attention to its primary objectives; continued support of youth training and promoting a knowledge of Maritime Affairs. The minimum age limit of the Sea Cadets having been set at 14 years, there was felt to be a need for an organization to cater to interested boys under that limit. Thus in 1948, the Navy League established the Navy League Cadet Corps for younger boys. This development was followed in 1950 by the establishment of the Navy League Wrenette Corps for young ladies. Wrenettes have since become integrated in most cases with Sea Cadet and Navy League Cadet Corps.

The Navy League Wrennette Corps was formed by the Navy League of Canada in 1950 as a cadet organisation for girls to complement the Navy League Cadet Corps of Canada. It had similar objectives to the boys’ organisation, and taught girls seamanship. The old Wrennettes organisation is now a part of the Navy League Cadet Corps: The Term "Cadet" is used to refer to both male and female cadets. The term Wrennette is no longer used for female cadets except in a historical sense. The term Cadet is not meant to be gender specific.
