The ILO (International Labour Organization) was founded in 1919, in the wake of a destructive war, to pursue a vision based on the premise that universal, lasting peace can be established only if it is based upon decent treatment of working people. The ILO became the first specialized agency of the UN in 1946. The Organization is devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security, and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue in handling work-related issues.

"ILO is indeed called the International Labour(with "u") Organization(with "z") in English. ILO could also refer to the Secretariat which is the International Labour Office. The use of the current spelling, i. e., Organization, began in October 1992 at which time an internal circular was issued. It should be noted that "Organisation" remains the preferred spelling found in the titles of any instruments, e. g. conventions, recommendations, etc., adopted by the International Labour Conference before that date, including the Constitution which was established in 1919 and last amended in 1974.(The 1994 edition of the Constitution was incorrectly issued as "Constitution of the International Labour Organization". The error was corrected in the February 1998 edition). "

By convention, the world's weather communities use a twenty four hour clock, similar to "military" time based on the 0° longitude meridian, also known as the Greenwich meridian. Prior to 1972, this time was called Greenwich Mean Time(GMT) but is now referred to as Coordinated Universal Time or Universal Time Coordinated(UTC). It is a coordinated time scale, maintained by the Bureau International des Poids et Mesures(BIPM). It is also known as "Z time" or "Zulu Time. "

polarization of a propagating wave is determined by the locus or path described by the electric field vector with respect to time

Polarization is a term that often arises in the literature and when considering radio frequency communication and RFID. If we ascribe an x, y, z co-ordinate system to a propagating wave as illustrated below, with the direction of propagation being in the z direction, the electric field vector E will be in the x, y plane. If E remains in the same orientation with respect to time, so that its locus describes a straight line, the wave is said to be linearly polarized. However, if the locus describes a circular motion with respect to time the wave is said to be circularly polarized. Where the locus describes an elliptical path, the wave is said to be elliptically polarized.

Circular polarization is often used in communication systems since the orientation of the transmitting and receiving antenna is less important than it is with linearly polarized waves. The magnetic vector, H, always remains perpendicular to the E vector. Using an IEEE convention, a clockwise circular rotating wavefront approaching a receiver is defined as being left-hand circular (LHC) polarized. The power in the wavefront is expressed in the form of the Poynting vector, P: P = (E x H) = E x H sin ..., where ... is the phase angle between E and H.
