Havana Charter was the charter of the defunct International Trade Organization(ITO). It was signed by 53 countries on March 24, 1948. It allowed for international cooperation and rules against anti-competitive business practices. The charter ultimately failed because the Congress of the United States rejected it. Elements of it would later become part of the General Agreement on Tariffs and Trade(GATT). The charter, proposed by John Maynard Keynes, was to establish the ITO and a financial institution called the International Clearing Union(ICU), and an international currency; the bancor. The Havana Charter institutions were to stabilize trade by encouraging nations to "net zero", with trade surplus and trade deficit both discouraged. This negative feedback was to be accomplished by allowing nations overdraft equal to half the average value of the country's trade over the preceding five years, with interest charged on both surplus and deficit. 2, record 1, English, - Havana%20Charter

La Charte de La Havane a été négociée au sortir de la Seconde Guerre mondiale. Cette charte prévoyait la création d'une Organisation internationale du commerce (OIC) totalement intégrée à l'ONU. C'est donc plus qu'un accord puisqu'il se serait révélé à travers une véritable organisation. Cette charte est signée le 24 mars 1948 mais elle n'est pas ratifiée par le congrès américain (changement de majorité entre temps). Néanmoins les négociations continuent en particulier sur ce qui avait été prévu par la charte de La Havane en voulant appliquer provisoirement le GATT (accords général sur les tarifs douaniers et le commerce). Le GATT avait été signé en 1947, et prévoyait, en attendant la validation de la charte de La Havane, d'être appliqué. You can only clear an open item, if you can match it to an offsetting item of the same amount. In other words, the balance of the items assigned to each other must equal zero. Open items represent transactions that are incomplete. For example, an unpaid invoice item is kept as an open item on the vendor account until it is paid. In clearing these items, the system assigns them a clearing document number and the date on which they were cleared. Invoices on a customer account, for example, would then be marked as paid, while items on a bank clearing account would be marked as cleared. 1, record 2, English, - clear

Il n'est possible de solder un compte non soldé que si vous pouvez faire correspondre un poste de contre-partie dans le même compte. Autrement dit, le solde des postes attribués à chaque compte doit être nul. Les postes non soldés représentent des transactions incomplètes. Par exemple, un poste de facture non réglé garde le statut de poste non soldé dans le compte fournisseur jusqu'à son règlement. En rapprochant ces postes, le système leur attribue un numéro de rapprochement de pièce et une date de rapprochement.
