At the end of 1993, the UI Account showed a cumulative deficit of approximately $6 billion. In December 1993, the Minister of HRD announced a premium rate for 1994 of $3. 07 for every $100 of insurable earnings. This was the minimum premium rate required by law. In order to provide an economic climate conducive to the creation of jobs, it was also announced at the time that in 1995, the premium rate would not be allowed to increase to the required statutory rate of approximately $3. 30 but would be frozen at $3. 07 and that program expenditure reductions were required to offset the revenue loss from the decision to freeze the 1995 premium rate. 2, record 2, English, - loss%20of%20income

Hierarchical classification. Classifiers utilizing hierarchical, or sequential, architectures generally perform well for remote sensing applications. Typically, when discriminating land cover types, there is a benefit to separating the data into general groupings rather than specific classes, as well as to removing those classes which are easily separable from the rest. This multiscale framework in terms of class separability reduces the complexity of the classifier, both in terms of training and decision making. This is because the classifier does not need to distinguish between all classes, just one class(or a few) from the rest. By employing a hierarchical classifier, different inputs can be used at each level of the overall classification process depending on the classes to be discriminated. This then allows for a possible reduction in the number of inputs, or for the use of class specific data such as topography, at a given level. The described benefits of a hierarchical architecture generally lead to an increase in classification accuracy.... A hierarchical version of the above MRF-based classifier was developed to account for the class dependent variation in backscatter associated with changes in incidence angle. A methodology for "correcting" SAR data according to class-specific models is described and is then presented as the first level in the architecture of the hierarchical classifier. 3, record 4, English, - hierarchical%20classification

Brown et al.(1982) reflect on the use of quantitative simulation for making inferences and see it as a double-edged sword. On the one hand, the simulation provides a lot of leverage to the inference process, because large amounts of knowledge are encoded in the model and brought to bear via the simulation. On the other hand, this embedded knowledge is often based on implicit assumptions and empirical decisions on the part of the model' s designers, which may be very subtle. For instance, the formulas used to run the simulation may only be valid for certain classes of inputs. If these assumptions are not made "explicit and checkable", they can easily be violated when the simulation involves faults. For teaching purposes, the main drawback of quantitative simulation is its inability to give a full account of the causality underlying its inferences. Causality is pedagogically important because it is the main ingredient of the kinds of explanations human students can understand. In a troubleshooting context, causality, more than information content, drives the diagnostic reasoning and the decision to perform measurements. 1, record 17, English, - quantitative%20simulation
