The Conference on the Rule of Law in Afghanistan, cited in the UNSC Resolution 1746/2007, will be held in Rome on 2 and 3 July, at the Ministry of Foreign Affairs. National Defence. Canada also assumed responsibility for the Kandahar Provincial Reconstruction Team(PRT) in August 2005. Kandahar is arguably the Afghan Province in greatest need for support and the Province most impacted by insurgent activities. Canada's PRT mandate closely mirrors the priorities of the international Afghanistan Compact and National Development Strategy, namely Security, Governance and Capacity building and development. The PRT supports key national Afghan programs such as the National Solidarity Program(which Canada helps fund). On October 12, 2007 Prime Minister Stephen Harper announced the creation of an Independent Panel on Canada's Future Role in Afghanistan, which will review, analyse and make recommendations on Canada's engagement in Afghanistan beyond February 2009. The panel has been asked to consider four options, including : To continue training the Afghan army and police so that Canada can begin withdrawing its forces in February 2009; To focus on reconstruction and have forces from another country take over security in Kandahar; To shift Canadian security and reconstruction efforts to another region in Afghanistan; and To withdraw all Canadian military personnel except a minimal force to protect aid workers and diplomats. The panel may also identify and pursue additional options.

The Afghanistan Compact, the successor to the Bonn Agreement, provides the framework for international community engagement in Afghanistan for the next five years. It was developed during a conference held in London from January 31 to February 1, 2006 [Building on Success : The London Conference]. Representatives from the international community, including Canada, attended the conference, which was co-chaired by Afghanistan, the United Nations and the United Kingdom. At the conference, Canada pledged its full support and was instrumental in ensuring that the Compact included a mechanism to monitor programs and promote forward momentum. The Compact sets out detailed outcomes, benchmarks, timelines for delivery and mutual obligations that aim to ensure greater coherence of efforts between the Afghan government and the international community.

In March 2002 fighting in the United States war in Afghanistan was renewed as coalition forces made a massive push against about 500 to 1000 al-Qaeda and Taliban forces in the Shahi-Kot Valley and Arma Mountains southeast of Zormat, in an operation code-named Operation Anaconda. The operation primarily comprised of elements of the United States 10th Mountain Division, 101st Airborne Division, Canada's 3rd Battalion, Princess Patricia's Canadian Light Infantry, the Afghan National Army, elements of the Australian Special Air Service Regiment and of the New Zealand Special Air Service.
