Elementary particles can be described in terms of a few simple properties. The most obvious of these are the mass and electric charge of the particle.... With a classical particle you can paint a little dot on the particle... and directly measure the rotation rate by counting the number of times you see the spot in a minute. However, when the rotating object is rough, causing the fluid flow to be turbulent, the viscous torque is proportional to the angular velocity to the second power, analogous to Newton's model. International regimes are sometimes compared to so-called servitudes, which is a term used in international law on an analogy with Roman law to mean a charge on premises in favour of the owner of another piece of land.
