The deficiencies of the Permanent Court of Arbitration are substantial... and only in 1903 was the first agreement arrived at for anticipatory reference of disputes to arbitration. This was the Treaty between Great Britain and France which sealed the Entente Cordiale. It contained, however, a reservation which was severely restrictive of the obligation to submit. This was the reservation that the "vital interests, ""independence" or "honour" of the contracting parties must not be "affected. "

Trading Union comprised of the following countries: Argentina, Brazil, Paraguay and Uruguay, designed to promote free trade, a common customs policy in relation to other countries and a coordinated economic policy especially in key sectors. Created in 1991 by the Asunción Treaty.

Founded in March 1991 by the Treaty of Asunción between Argentina, Brazil, Paraguay and Uruguay which commits the signatories to the progressive reduction of tariffs culminating in the formation of a common market of 1 Jan. 1995. The member states’ foreign ministers form a council responsible for political questions, the chairmanship of which takes decisions by consensus. There is an arbitration tribunal whose decisions are binding on member countries.
