The ratio of transfer assets of the plan, determined as of a given date, to the solvency liabilities of the plan, determined as of the same date.

CONT

"transfer ratio", in relation to a report, means the ratio of,(a) the amount by which the solvency assets exceed the lesser of,(i) the prior year credit balance, and(ii) the sum of,(A) the amount by which the sum of estimates of normal cost... in the report exceeds the sum of the estimates... in the report for the periods in respect of which the estimates..., and(B) the sum of the special payments required to be made under this Regulation during the periods in respect of which the estimates... are given(b) the solvency liabilities.

Two types of estimates commonly used in the construction industry are : bid estimates, and conceptual estimates. Bid estimates are detailed estimates prepared by contractors primarily for obtaining work. These are usually done once during the project and may be realistically typified as the "only true" or "original model" estimates.... Bid estimates formally consist of :(a) Items of Work;(b) Job Overhead Items;(c) Operating Costs;(d) Profit.

An allotment against which no expenditures may be made as a result of a Treasury Board or Cabinet decision.

The Treasury Board may direct, at any time, that an amount be placed in a frozen allotment... For example :(a) the Treasury Board may approve resources to be included in the Estimates for a specific purpose, subject to the fulfilment of stated conditions. Until the conditions are satisfied, funds are allocated to a separate frozen allotment; or(b) the Treasury Board may direct that specific program funds be transferred to a frozen allotment as a result of specified expenditure reductions or in order to provide funding for a special purpose in another program.

OBS

There are generally at least two supplementary estimates(indicated as A, B and so on) during the fiscal year. Departments typically submit Supplementary Estimates in September and Final Supplementary Estimates in January; these are tabled by the President of the Treasury Board in November and March, and approved by Parliament in December and late March, respectively. Other Supplementary Estimates are presented as needed.
