ISCCP was established in 1982 as part of the World Climate Research Programme(WCRP) to collect and analyse satellite radiance measurements to infer the global distribution of clouds, their properties, and their diurnal, seasonal, and interannual variations. The resulting datasets and analysis products are being used to improve understanding and modeling of the role of clouds in climate, with the primary focus being the elucidation of the effects of clouds on the radiation balance.

The main purpose of the Programme is to stimulate collaboration and participation in basic research in the physics and chemistry of clouds and encourage application of this research with particular emphasis on the needs of weather prediction, weather modification and atmospheric pollution. This includes parameterization of clouds and precipitation processes in atmospheric models, the role of clouds in the radiative balance of the atmosphere, chemical transformation and transportation of pollutants, weather modification, etc. The programme provides information on the rationale underlying all aspects of weather modification and the role of clouds in atmospheric chemistry. It strives to identify uncertainties that inhibit progress and to encourage activities that contribute to their resolution.
