The process of exploring more thoroughly all aspects of a proposed project and examining especially the relations between required performances, development time, and cost. The areas of technical uncertainty are examined and possible trade-offs are evolved in order to achieve a satisfactory balance between performance, development time, and cost. The performance requirements and detailed requirements regarding the technical characteristics are established so as to meet the operational requirement under the best conditions. These requirements form the basis of the establishment of a development program and of more detailed and realistic estimates of development time and cost. The Baltic Economic Management Training Program(BEMTP)-a multi-million dollar initiative in all three Baltic countries-was one of CIDA's flagship programs for sound and effective public administration. Deemed to be both a timely and an extremely relevant initiative, the BEMTP specificially targeted young, mid-level "high achievers" who were likely to make significant impacts in macroeconomic and public procurement policy. This project is notable for its flexibility in helping almost every individual participant meet their professional requirements through a balance of theoretical courses and practical experience. 1, record 8, English, - Baltic%20Economic%20Management%20Training%20Programme

1, record 8, French, - Programme%20de%20formation%20en%20gestion%20%C3%A9conomique%20pour%20les%20pays%20baltes

Cellulosic ethanol. Bioethanol can be produced from ligno-cellulosic feedstocks through the biochemical conversion of the cellulose and hemicellulose components of biomass feedstocks into fermentable sugars. The basic rates of extraction and the grist used for milling bread flours vary considerably throughout the continent. The milling grist depends on the need to balance the difference between domestic production and total requirements for grain. 1, record 14, French, - m%C3%A9lange%20%C3%A0%20mouture

Very High Gravity Fermentation(VHGF). The VHGF process under development at the University of Saskatchewan used a balance of nutrients, temperature control, oxygen and substrate improvement to achieve ethanol concentrations in the 15-24% range. This was a considerable improvement over the 12% normally seen in the fuel ethanol industry. The advantages include a reduction in water use, increased plant capacity, fewer microbe contaminants in the fermentation, and lower energy requirements during distillation.
