En mai 2005, la ministre de la Culture, de la Jeunesse et des Loisirs (CYR) de la Saskatchewan a reconduit le mandat du Comité consultatif du ministre sur le statut de l'artiste (MACSA), qui consistait à agir en tant que conseiller pour l'élaboration de mesures relatives au statut de l'artiste. Le MACSA devait se pencher, entre autres sujets, sur le droit des artistes à la négociation collective, sur le rôle et le mandat d'un éventuel comité consultatif permanent, ainsi que sur les possibilités de formation pour les artistes.
