During the watershed years of the 1960s, the country was ripe for serious reflection. In 1963, the federal government created the Royal Commission on Bilingualism and Biculturalism(the Laurendeau-Dunton Commission), which spent seven years taking an X-ray of Canadian society. Its first finding was that the country was in the "central crisis of its history" and that, to resolve this, it would have to grant everyone the right to an education in his or her own official language; make the federal public service bilingual, and recognize the distinctive character of Quebec. Au tournant des années 60, le pays était mûr pour une profonde réflexion. Le gouvernement fédéral a créé la Commission royale d'enquête sur le bilinguisme et le biculturalisme en 1963 (Commission Laurendeau-Dunton). Celle-ci passera sept ans à faire une véritable radiographie de la société canadienne. Elle a d'abord constaté que le pays traversait «la crise majeure de son histoire». Il fallait pour la résoudre, donner à chacun le droit à l'éducation dans sa langue, rendre la fonction publique fédérale bilingue et reconnaître que le Québec avait son caractère propre.
