In the attention economy, the new scarcest resource isn’t ideas or even talent, but attention itself. In our data rich environment accessing information has become less difficult than focussing on the right kind of information. In this new economy, capital, labour, information and knowledge are all in relatively plentiful supply. It's relatively easy to start a business, to get access to customers and markets, to develop a strategy, to put up a web site, do design ads and commercials. Yet what's in short supply is human attention... Unfortunately most organisations and individuals have precious little attention to spare.

The equivalence between capital and financial account balancing items is inherent in the [System of National Accounts], which is based on the quadruple entry principle. According to this principle, each transaction has to be recorded twice in the accounts of the involved agents : once as a resource(or change of liabilities) and once as a use(or change in assets). As a consequence, with the exception of financial transactions whose counterpart is a financial transaction, and thus do not affect financial balances, any transaction alters, by the same amount, both financial and the capital account balance of the involved sectors. 1, record 16, English, - quadruple%20entry%20principle

Financing of local government roads is intrinsically linked to fiscal decentralization. The financial situation of local governments with regards to their roads is not much different from that which plagues many main roads agencies in most developing countries, just worse. There is total dependence on central government transfers for maintenance funds and on donors for capital works. Current transfer mechanisms do not encourage local resource mobilization and cost-sharing. While the lack of local resource mobilization to stretch recurrent allocations is a cross-sectoral issue of fiscal decentralization, it is fair to say that the new generation road fund has opened up a window of opportunity for financing of both local government roads and community roads which was previously not there. 2, record 19, English, - local%20resource%20mobilization
