The scroll lock key was meant to lock all scrolling techniques, and is a remnant from the original IBM PC keyboard, though it is not used by most modern-day software. In the original design, scroll lock was intended to modify the behavior of the arrow keys. When the scroll lock mode was on, the arrow keys would scroll the contents of a text window instead of moving the cursor. In this usage, scroll lock is a modifier key like Alt and Shift(which modify the function of other keys) and, more specifically, a toggling lock key like Num Lock or Caps Lock, which have a state that persists after the key is released.

CONT

Scroll lock key ... Microsoft Excel is a good example of a software program that uses this key. If scroll lock is enabled on the keyboard when you press any of the arrow keys the screen will move in that direction but the selected cell will not change. However, if scroll lock is not enabled you will be able to navigate through each of the cells using the arrow keys.

OBS

The Scroll Lock key on English keyboards is usually labelled with the words "Shift Lock" in uppercase or lowercase characters.

The "Shift Lock" key(the precursor to the modern Caps Lock) allowed the shift operation to be maintained indefinitely. Unlike the today's Caps Lock, however, the Shift Lock was a two-key operation : Shift would be held down, and the Shift Lock(normally directly above) would be pressed simultaneously, triggering a simple lock mechanism. To unlock, Shift was tapped again, releasing both keys and unshifting the basket.
