A software tool that aids in the evaluation of a [program’s code] without executing the program.

CONT

When you analyze a project for the first time, you may uncover a lot of issues. But if you run the static analyzer regularly and fix the flaws it uncovers, you should see fewer problems in subsequent analyses.... Note that if the static analyzer reports no problems, you can’t assume that there are none. The tool cannot necessarily detect all the flaws in the source code.

The CAPEX Corporation-developed COTUNE analyzer is an example. Cotune monitors the execution of Cobol programs and provides both histogram of source statement utilization and an estimate of source statement execution times. Other examples of flow analyzers are Pet, Pace, and RXVP.

CONT

(Resource Allocation Tool) uses the output of ANALYZER and automatically generates executable program code. There are several versions of RAT which generate programs in different languages : a FORTRAN RAT, a PASCAL RAT, a COBOL RAT, and so on. A machine-language RAT would avoid the need for a subsequent compilation step.

The work RAT is used as a verb. We talk about the AXES control charts being "ratted" into different languages.
