The Public Service Human Resources Management Agency of Canada was created in 2003 to put in place a new human resources management regime in the Public Service of Canada. The Public Service of Canada is well on its way to realizing the flexibilities in staffing, constructive labour management relations, and enhanced employee training that are envisioned under the Public Service Modernization Act (PSMA).
