This evaluation was initiated in response to a request for an analysis of CSC’s [Correctional Service Canada’s] Electronic Monitoring Program Pilot (EMPP) and constituted an implementation evaluation intended to examine the progress of EMPP to date and establish a foundation upon which the design and delivery of EMPP could be realigned. ... Electronic monitoring was piloted within CSC in order to assess its potential as an additional tool for managing federal offenders in the community, thereby contributing to the safety of Canadians. More specifically, EMPP was intended to provide parole officers with additional offender supervision and monitoring tools in the community, increase offender accountability, encourage positive offender behaviour, and augment staff safety.

[...] On a mis à l'essai la surveillance électronique au sein du SCC en vue d'évaluer son potentiel comme nouveau moyen de gérer les délinquants sous responsabilité fédérale dans la collectivité et de contribuer ainsi à la sécurité des Canadiens. Plus précisément, le PPSE visait à fournir aux agents de libération conditionnelle de nouveaux moyens de surveillance et de contrôle des délinquants dans la collectivité, à responsabiliser les délinquants, à les inciter à bien se comporter et à accroître la sécurité du personnel.

Report of a short term Task Force set up to develop a strategy for the effective reintegration and management of long term offenders (those serving ten years or more including lifers and those offenders with an indefinite sentence) - the report was approved by at the May, 1998 meeting of CSC’s [Correctional Service Canada] Executive Committee.

CONT

The predominant theme arising from the Report is the implementation of the Life Line concept. The concept has three essential components. They include InReach Services, which involves a successful lifer or long term offender who contacts, motivates and actively encourages lifers in their preparation for reintegration back to the community. The second is Community Programs and Services, which involves dedicated program resources for Lifers to ensure a process of gradual phased day parole leading to full parole. The final component is Public Education which involves community-based correctional agencies and their InReach workers who contribute to "public" understanding on the nature of the Lifer and long term offender population to increase support and understanding for the released offender. This may include speaking at schools, community organizations and youth at risk.

Le thème prédominant du rapport est la mise en œuvre du concept Life Line, qui comporte trois éléments essentiels. Ce sont d'abord les Services d'intervenants accompagnateurs : un condamné à perpétuité ou délinquant purgeant une peine de longue durée qui a réussi à s'en sortir contacte, motive et encourage activement des condamnés à perpétuité qui se préparent à réintégrer la collectivité. Deuxième élément : les Programmes et services offerts dans la collectivité, soit des ressources réservées aux programmes pour ces délinquants en vue d'un processus de semi-liberté menant graduellement à une libération conditionnelle totale. Le dernier élément est la Sensibilisation du public; des organismes correctionnels communautaires et leurs intervenants accompagnateurs contribuent à faire connaître au «public» la nature de la population de condamnés à perpétuité et de délinquants purgeant une peine de longue durée afin d'obtenir plus de soutien et de compréhension à l'égard du délinquant mis en liberté. Cela peut prendre la forme d'allocutions dans des écoles, devant des organismes communautaires et des jeunes à risque.

A specially dedicated Aboriginal Issues Branch at CSC’s National Headquarters aims to enhance the rights and correctional experience of Aboriginal persons (staff and offenders) under the jurisdiction of the Service. A Framework on the Enhanced Role of Aboriginal Communities in Corrections was endorsed in April 1999. This Framework seeks to support the reintegration of Aboriginal offenders through increased participation of Aboriginal communities.

The gradual reduction of security levels for inmates as they progress through the penitentiary system.

Very directly related to transferring is CSC’s [Correctional Service of Canada] "cascading" policy. Cascading, begun in 1979, is the practice of transferring inmates to the lowest security level possible insofar as is practical, respecting the Service’s mandate to protect the public. The cascading practice is also consistent with the opportunities model. An inmate’s reward for good behaviour is a transfer to a lower level of security ... Reverse cascading can also occur and is consistent with the punishment/reward system.

The Chaplaincy Program helps the Correctional Service of Canada (CSC) to meet national and international commitments with respect to the promotion of religious rights and obligations of offenders.
