The ICBL was launched in October 1992 by a group of six non-governmental organizations : Handicap International, Human Rights Watch, Medico International, Mines Advisory Group, Physicians for Human Rights and Vietnam Veterans of America Foundation. These founding organizations witnessed the horrendous effect of mines on the communities they were working with in Africa, Asia, the Middle East and Latin America and saw how mines hampered and even prevented their development efforts in these countries. The International Campaign to Ban Landmines(ICBL) is a global network in over 70 countries that works for a world free of antipersonnel landmines and cluster munitions, where landmine and cluster munition survivors can lead fulfilling lives. The Campaign was awarded the Nobel Peace Prize in recognition of its efforts to bring about the 1997 Mine Ban Treaty. Since then, we have been advocating for the words of the treaty to become a reality, demonstrating on a daily basis that civil society has the power to change the world. As a member of the Cluster Munition Coalition, the ICBL is engaged in the global effort to ban cluster munitions and to address their humanitarian impact. In December 2006, the ICBL decided to engage extensively in the global effort to prohibit cluster munitions. This marked the first time that the ICBL had become significantly engaged on an issue other than antipersonnel mines. The main reasons for the ICBL' s decision were that cluster munitions inevitably end up leaving behind large numbers of unexploded ’duds’ which behave essentially like antipersonnel mines; that many ICBL members had been already working extensively on cluster munitions; and that international efforts to achieve a global ban on cluster munitions were at a crucial point, a point where the ICBL could have a meaningful impact. 1, record 13, English, - International%20Campaign%20to%20Ban%20Landmines

1, record 13, French, - Campagne%20internationale%20pour%20interdire%20les%20mines

Mothballing is the process of stabilizing a facility so that no damage occurs to the facility should it make sense at a later time to incur the capital expenditures associated with continuing to operate, extending the life, or repowering the facility. Typically, a decision to mothball a facility might be made as a hedge against, or in anticipation of, changes in market conditions; i. e., increases in relative fuel prices, or an increase in the value of installed capacity.... Typical activities involved in mothballing a facility might include the following types of activities intended to preserve existing equipment :-’Racking Out’ or removal and storage of motor control center circuit breakers or 'switchgear’(this would also be done for a facility that has been retired and is scheduled for dismantling)-Placing a heat source or desiccants in the furnace to maintain a temperature above the dew point(at which condensation collects and corrodes the boiler structures.)-The application of grease or other coatings to reduce corrosion of components such as pumps and motors.-The installation of an air desiccant system to blow dry air through the steam turbine, condenser, boiler tubes and pipes. 2, record 14, English, - mothballing

The difference between legal principles and legal rules is a logical distinction. Both sets of standards point to particular decisions about legal obligation in particular circumstances, but they differ in the character of the direction they give. Rules are applicable in an all-or-nothing fashion. If the facts a rule stipulates are given, then eigher the rule is valid, in which case the answer it supplies must be accepted, or it is not, in which case it contributes nothing to the decision.(Dworkin, p. 24) 1, record 21, English, - rule

Started in 1996, the Initiative was enhanced in 1999 as an outcome of a comprehensive review by IDA [International Development Association] and the IMF [International Monetary Fund], including public consultations. The Initiative's debt-burden thresholds were adjusted downward, which enabled a broader group of countries to qualify for larger volumes of debt relief. Moreover, a number of creditors, including the main multilaterals, started to provide earlier assistance to qualifying countries in the form of interim relief at decision point. Collateral pledging and valuation--1. DCS [Debt Clearing Service] not available at all--An emergency in DCS can affect LVTS [Large Value Transfer System] in at least two different ways. Firstly, a failure in DCS could affect the ability of participants to pledge collateral for LVTS purposes. In this case the Association would need to communicate with CDS to determine the expected time for CDS [Canadian Depository for Securities Limited] to be back up and fully operational. At this point, a decision would have to be made by CDS whether to move to CDS's interim manual pledging mechanism. Any delay in the availability of the DCS pledging function of more than two(2) hours would require the move to the interim pledging mechanism. 1, record 38, English, - interim%20manual%20pledging%20mechanism

1, record 38, French, - m%C3%A9canisme%20manuel%20provisoire%20de%20remise%20en%20nantissement

Standard Branching. Truly general-purpose industrial robot systems must have some way of selecting or altering the programmed path and function based on changes in the environment around them. The name given to such a facility may vary, but the purpose is the same. The robot reaches some point and interrogates an input signal to determine whether it is electrically active, or the robot is interrupted by activation of another input signal. In either case, the robot path "branches" to a section of the path/function program; if no signal is present at this decision point, or no interrupt occurs, the robot continues in a normal path sequence. 1, record 39, English, - standard%20branching
